Saudi Arabia - Riyadh
The project Total municipal water use in Saudi Arabia has been estimated at 2.1 billion cubic meters (BCM) per year in 2004, or 9% of total water use. Agriculture accounts for 88% of water use and industry for only 3%. Demand has been growing at the rate of 4.3% per annum (average for the period 1999-2004), in tandem with urban population growth (around 3%). Water supply is usually not metered, neither at the source nor the distribution point. It is tentatively estimated that average water consumption for those connected to the network ranges between 200 to 280 liters per capita per day, a level similar to the United States. Water reuse in Saudi Arabia is growing, both at the level of buildings and at the level of cities. At the city level, treated wastewater is being reused for landscaping, irrigation and in industries such as refining. Saudi Arabia is one of the driest regions in the world, with no perennial rivers. Water is obtained from four distinct sources: non-ren ewable groundwater from the deep fossil aquifers, desalinated water, surface water, renewable groundwater from shallow alluvial aquifers Only the last two sources are renewable. Their volume, however, is minimal. Current levels of groundwater abstraction far exceed the level of natural recharge. That is why the Kingdom is facing tremendous challenges of its water and energy administration during the last years. The Ministry of Water and Energy (MOWE) is in charge of these important topics. There is a huge need of consultancy and assistance on the highest level of technology by international experts.
 

Your tasks

Assists in setting up and regulatory body for the water sector:
- Formulate legal requirements for water quality and environmental issues
- Set regulation for Groundwater extraction and Geo-hydrological studies
- Building laws for wastewater recycling (irrigation, industrial use)
- Draft policy for sustainable water resource management
- Set standards for monitoring privatization projects (PPP, O & M contracts)
- Draft for Policy on intergovernmental relationships (boundaries and responsabilities) for water and wastewater; Agriculture, Municipality, Geological Survey
- Provide expertise for Water Conservation Policy framework
- Manpopwer training, education and knowledge transfer


Your qualifications

Should have adequate practical experience in:
- Regulatory Authority
- Government institutions
- Privatization
- Policy making
- Water resource management
- Water conservation
- Possess an engineering or business master degree/specialization in respective discipline.
- A post graduate degree would be an added advantage.
- 15 to 20 years in relevant fields with a reputed large scale water utility organization.
- Must have working experience with reputed international water utility or international water management consultancy; e. g. Veolina, Suez, Saur, etc.
- Should be computer literate, enthusiastic, hard working and has excellent written and oral communication skills in English language.
- Arabic would be an advantage.
